Editor's Note: In the current issue, Jonathan Cohn reassesses Hillarycare and argues that, in hindsight, Senator Hillary Clinton was right those dozen years ago, since many aspects of her plan for universal health care have since won mainstream approval. In his article, Cohn looks at what killed the initially popular plan--including this article by Elizabeth McCaughey, then a fellow at the Manhattan Institute, which ran in these pages in 1994.
